Malaysia is entering a critical phase in human capital development as industries demand increasingly skilled talent, while many young people continue to face skills mismatch, limited training access and socioeconomic challenges that restrict upward mobility. B40 youth, NEET groups, at-risk communities and those who have fallen out of mainstream education remain the most vulnerable, underscoring the need for inclusive, ground-based solutions.
Within a TVET ecosystem traditionally led by government and industry, the National Skilled Workers Organisation (BELIA MAHIR) has emerged as a third-force movement that bridges grassroots realities with national policy direction. More than raising concerns, BELIA MAHIR provides practical solutions through training models, social intervention frameworks and career development pathways that have proven successful in elevating youth economic prospects.
Anchored by the philosophy of Bantu Belia Bantu Negara (Help Youth, Help the Nation), BELIA MAHIR drives a wide range of programmes including skills training, career coaching, psychosocial support and industry partnerships. Its greatest strength lies in its direct engagement with young people on the ground — reaching school students, underserved communities, rural and urban youth, and families in need. This presence has positioned BELIA MAHIR as a trusted partner among parents, teachers and young people across the country.
The industry has also recognised BELIA MAHIR as a reliable talent development pipeline. Companies across manufacturing, technology, engineering and skilled services increasingly source entry-level to mid-skilled talent from BELIA MAHIR’s programmes due to the strong technical readiness, discipline and work ethics that participants exhibit.

International partnerships have further elevated the organisation’s credibility. Through the Malaysia–China Youth TVET Training (MCYTT) initiative, BELIA MAHIR has forged strategic relationships with more than 225 leading TVET institutions across China, providing Malaysian youth with opportunities to access high-technology training and global exposure. The collaboration also strengthens BELIA MAHIR’s role as a talent partner for Chinese companies investing in Malaysia’s high-value industrial ecosystem.
Most significantly, BELIA MAHIR’s outstanding achievements — from championing the needs of underserved youth at the grassroots level to representing Malaysia on international platforms — have strengthened the Malaysian government’s confidence in the organisation. Its ability to administer large-scale programmes such as MCYTT demonstrates strong governance and competence in human capital development. Recognising this, President Mohammad Rizan Hassan has been appointed as a Member of the National TVET Council (MTVET) and Youth Development Expert Consultant, reflecting his strategic role in shaping national TVET and youth development policies.

This trust reached its peak when YAB Dato’ Seri Dr. Ahmad Zahid Hamidi, Deputy Prime Minister of Malaysia and Chairman of the National TVET Council, entrusted BELIA MAHIR to lead the MCYTT programme involving more than 5,000 Malaysian youth. This mandate positions BELIA MAHIR as the only youth-driven organisation in the country to lead a large-scale, internationally recognised TVET mobility initiative endorsed by the government.
These cumulative achievements culminated in BELIA MAHIR being honoured with the Top 10 Asia: Malaysia Skilled Community Award 2025, recognising its impact as a transformative force in youth empowerment. The award reinforces the understanding that TVET is not merely an alternative education pathway, but a powerful mechanism for social upliftment and economic transformation.
